Somaliland spends 1/3 of its budget, roughly $70 million on its military, this is without including various security forces like police or coast guard. $70 million is equivalent to Somaliland's entire internal tax revenue.

Somaliland is spending this vast amount to occupy Sool. They are willing to spend every dollar collected from every single business, excluding Berbera port, in order to subjugate the Dhulbahante. Given this, it should not be surprising that this is going to be an uphill battle that will drag out over the next 20 years.

I don't expect a resolution to this before the late 2030s when the Isaaq realize they are in a deep demographic hole and that recognition is as a result impossible. The only wildcard here is if Puntland succeeds in building a competent security force that is able to directly challenge Somaliland in the next decade.

tl;dr Somaliland has the resources & motivation necessary to keep this up for another 20 years.
This comes to end when the demographics become untenable or when Puntland militarily overtakes Somaliland.
