Establish Meritocratic system in government and revamp the political structure.
Talk SL out of independence, if not isolate them.
Hold a huge clan reconciliation conference, involving all clans who have grievances against past governments (this ties in with SL)
Wide range social reforms such as banning selling and consuming of Khat, building new houses schools hospitals and moving internal refugees to their rightful homes (once its safe) among others.
Ban clan discrimination in jobs, schools, businesses etc.
Destroy Al Shabaab myself, Somali generals and AMISOM seem very incompetent, they can't even beat peasants. Also try to lift arms embargo and increase naval power.
Try to get rid of toxic waste on our coasts and waters, then revive fishing industry.
In terms of economy, I will go for a mix of socialist and capitalist, like what the Scandinavian countries are doing. Mix between nationalising companies and privatisation (depends on the sector).
Massive revamp of infrastructure (rebuilding roads in the cities then go and build new roads in the countryside).
Get rid of AMISOM.
Tell Ethiopia, Kenya and all other countries that want to meddle in our internal affairs to f*ck OFF.
A complete revamp of the education system with a new national curriculum.
Once I can get the economy going introduce wide ranging social welfare reforms, helping out the most needy of our people.
Not in order of course. I may have forgotten other things too.
Unlikely goals:
Covertly increase Somali national sentiments in Djibouti, NFD and Ogaden, then once those reach boiling points, call for a peaceful referendum. Get African Union and UN involved, but DO NOT be seen as overly and overtly meddling in those regions so the cause for referendum gets international backing.
