Yes I would, this myth that all the bad somalis are the ones in the west and the good ones are back in africa must stop. from my experience, I have seen both the good and bad in each group, and I have to say those who were born or raised here from young age tend to be more educated, treat others with respect and have better personality.
The age of arrival makes your experiences quite different. There isn't much difference between someone who was born in said country and those who came at say age 3. Their recollection of their home country is probably nonexistent. While if someone came in their teens than they will have a significant amount of socialization from where they grew up prior to their arrival.
I was born abroad (in North America) and can probably count how many my age or older that were too. But many arrived quite young and were raised here. And I don't see stark differences between us besides being born vs naturalized citizens.
