Sounds good. Jabuuti can take Sitti. JSL gets Hawd and Reserved Areas. OG get the sovereign Republic of Ogaadeeniya or join the South. Ethiopia gets a coast.
Then those 4 Soomali states can unite to push for NFD self determination

Afars are currently under gumeysi in Djibouti they would all take that deal and extend the afar kilil instead of the Somali gumeysi. They see themselves as Ethiopians.
