Puntland is older than FGS, they've controlled Sanaag for almost 2 decades, yet they won't let Warsangeli build a port cause they want to keep the monopoly they have with Bosaso

They've also completely ignored Sanaag when it comes to development, you can go on Google maps and see for yourself, Las Qoray, Badhan, etc all unpaved with muddy streets and jiingads everywhere, 0 development, not a single town with paved roads except Badhan which has two barely paved streets, it's honestly very sad to see the state Warsangeli are in today, worst part is they have their hands tied and can't do anything they're too dependant on Puntland

Warsangeli (Puntland) controls , the central and Eastern part of Sanaag region .

Waqooyi Bari at the moment is in Dhulbahante areas in Sanaag.
