First of all Deni stated multiple times that he will cooperate with the new government and repeated that two days ago in the anniversary celebrations, but the problem was always Mogadishu acting as a central government and not a federal one, and I'm pretty sure the differences will resurface again especially if you see how they handled the Hajj situation under HSM, they were selling 90% of it in Mogadishu and charging more than 5k for a ticket, and Somaliland boycotted it this year for that reason, Here is a Sheekh in Puntland saying they were contacted by people from Mogadishu selling those tickets for exorbitant prices and didn't distribute that fairly.
So lets see if HSM fulfill his slogan "Soomaali heshiis ah", or will it be (رجعت حليمة لعادتها القديمة).
 
I don't think Puntland needs to do anything, the current government won't progress at all. It's made up of too many self conflicting interests.

Let me clear some thing for you, you can use central while referring to the federal government but you can also use it to mean this.
A central government is the national government in a unitary state, and federal government is the national government in a federal state.
but you're the one who don't understand what federalism means, it doesn't mean strong central government but federal government has constitutionally mandated separation of powers, you're confusing Federal government and unitary government, in a unitary state the central government is the supreme authority and has all the powers.
Lets look at provincial constitution and the kind of federalism in Somalia:


Article 50. Principles of Federalism in the Federal Republic of Somalia
(b) Power is given to the level of government where it is likely to be most effectively exercised`
(d) Every part of the Federal Republic of Somalia shall enjoy similar levels of services and a similar level of support from the Federal Government`
(e) Fair distribution of resources`
(f) The responsibility for the raising of revenue shall be given to the level of government where it is likely to be most effectively exercised` and
(g) The resolution of disputes through dialogue and reconciliation.
So you see, power is shared between the federal government and member states and the only exclusive powers enjoyed by the FGS is stated in the constitution :
Article 54. Allocation of powers
The allocation of powers and resources shall be negotiated and agreed upon by the Federal Government and the Federal Member States, except in matters concerning: (A) Foreign Affairs` (B) National Defense` (C) Citizenship and Immigration` (D) Monetary Policy, which shall be within the powers and responsibilities of the federal government.
Let me point to something else, the federal member states has a say in international negotiations:
Article 53. International Negotiations
(1) In the spirit of inter-governmental cooperation the Federal Government shall consult the Federal Member States on negotiations relating to foreign aid, trade, treaties, or other major issues related to international agreements.
(2) Where negotiations particularly affect Federal Member State interests, the negotiating delegation of the Federal Government shall be supplemented by representatives of the Federal Member States government.
(3) In conducting negotiations, the Federal Government shall regard itself as the guardian of the interests of the Federal Member States, and must act accordingly.

Hard to say so far, but based on the track record of that regions elite it's highly likely.

In my opinion if the FGS and PL clash, PL will have the upper hand at home; if the FGS starts agonizing them first. The governor can rally the Isimo and the shacab against "shisheeye". While the FGS will have the upperhand in PL soil; if Deni goes rogue first, ppl will see Deni as calool ushaqeyste who is ruining PL image for personal vendetta/gain.

That's why I'm telling the FGS to just ignore Deni and let him dig his own grave.

My opinion is this, the federal government should focus on defense, foreign affairs and immigration policy but most other things should be left to the states if they can handle it like education and health, because they will distribute resources unfairly like they did with Hajj tickets which they sold all of it in Mogadishu, but before we even talk about power sharing let FGS handle the security issue first then the FGS and FMS should agree on that issue.

Galnus, KG and Hirshabelle must be in a development boom if that's the case.

GM definitely is developing faster now in the past 2 years than in the 14+ years of its existence. But tbh it was never a united state till now.

HS and KG have too much security problems. Once that is improved they’ll become proper states.
