You don't need the entire diaspora to return in order to rebuild the Nation; you may actually only need hundreds of highly motivated, highly educated and competent individuals from the diaspora.

You must also have an ethos or an ideology that binds them together; I imagine that you would have to decide what sort of political environment you wish to construct; the sort of political institutions that would have to be constituted; and the economic policies that your State will pursue.

Also, I imagine that you would want professionals from STEM -- and you would have to devise a means of compensating them; these compensation packages should at least align with the sort of pay they were receiving in the West; I would require the diaspora to come together and pay for the salaries, accommodation and security of these invaluable individuals.

Individuals with over 10 years of experience in their field should be offered teaching roles in tertiary institutions in order to diffuse their knowledge and skills to thousands of people.

I think this is more then two cents
 
Also, I doubt that even the most patriotic members of the diaspora would actually want to leave the safety and comfort of the West to permanently relocate back home; it makes far more sense to entice professionals with contractual based incentives.

The generous terms for the contracts I have in mind would last for 4 years; and it would include expense free accommodation and the provision of round the clock security.

We should really do away with the idea that people will or should just disrupt their lives without any form of compensation or security guarantees; most human-beings are simply not wired that way.

I take it that you're a young man in your early 20s and that Somali politics has captured a great deal of your attention; if I'm right, I would advise you to put all of that on the backburner and enjoy your youth while you still have it.

Politics is for adeers and you have plenty of time to prepare for it, however, do not become absorbed in it right now.

Of course, I won't be able to go in my 20s; I'll have to wait until my late 30s. For now, I'll invest in the stock market and hope to have enough money to build a safe gated community in my 30s.
