Because Somalis are the perfect group to target. They hit every category that the right hates:

-Black
-Refugee origin
-Muslim
-Heavy social benefits users
-Overrepresented in the criminal justice system
-Quite a few terrorism cases

I think Somalis have also made themselves conspicuous ever since the terror recruiting cases in the mid 2000s.
