OPINION Why is Djibouti such a hell hole?

I went back to Hargeisa in 2012 but before getting a visa I had to stopped at Djibouti for a week, luckily I had family friends who were loaded (I'm talking huge house in a good neighborhood) but even then there was basic necessities missing.
-The toilet didn't flush
-The water is treated but still very salty so if you drink it you will get sick.
-There was an electricity shortage and the company came to fix it 5 hours later (during summer in Djibouti with no fan..)

I experience different struggles in Hargeisa (khat is like chewing-gum for them
) but there was no shortage of electricity and you can drink the water safely, which indicates me that infrastructures were better I guess, but both are still third wold like ngl.

Dictatorship Ofcourse , they have a billion+ budget but most of this is funneled out through fake tenders and monopolisation of public services.

The low population isn't a huge problem, they could've focused on education and grew tech/manufacturing centres in the country.

The government couldve also annexed parts of Somalia, then called a referendum and grew Djibouti by 2-3 fold. Awdal is a mining haven.

At-least life is affordable in Somaliland and Puntland. Djibouti is a full independent country so comparing itself to Puntland is not good.

I think president Ismail is a great leader and things would probably have been a lot worse if he wasn't there. I would say that in Galmudug we have better quality of life than people in Djibouti. Things are so expensive in that place I don't know how people survive.

In Galmudug, water is not salty and is very cheap. $6 a month to get fresh clean underground water.
