why is Djibouti barely better than Somalia even though they didn't experience civil war.

rain does the same damage it does in Somalia. Somalia can be excused for civil war.
Ismail Omar Guelleh is a total failure and don't know how he won the election.

Omar gulleh is the biggest finesser of the 20/21st century. This man managed to stay president for 44 years absolutely legendary

22 years* I was just a child when he got into power.
Him and his uncle Hassan Guled looted every bit of our sweat.

IOG and his uncle Abtidoon are not really focused on raising gdp per capita. Djibouti is a country of almost 1 million people that receives $1.5 billion in port revenues. That is automatically a gdp per capita of $1,500. Subtract payments to various contractors, and the gov of Djibouti should be able to spend something like $1,000 on each citizen.

This guess I made was supported by the data. Djibouti reports spending $978 on each person per year. This is equal to the spending of countries like Iran and greater than Ukraine. The question is: does Djibouti resemble a country where the government spends that much on its people? The answer is no. Djibouti is much, much more corrupt than Somaliland or Puntland. Orders of magnitude more corrupt. Why don't the people rise up against IOG who has been wasting their money for decades?

The Ciise are barely a majority, they are probably somewhere between 45% to 50% of the population of the country. Even this bare majority was artificially created over the past 70 years Link. This means that it is possible that they could lose control of the country if there is an uprising against IOG. In a democracy an alliance between the Afar, Isaaq, Gadabursi and Arabs risks having the Ciise marginalized. So they support dictatorship because at least the president is Ciise. It is really that simple.

Great summary.
We have a majority of Complacent people. I always hear that "at least we're in peace!" or, "we have prosperity and without IOG, our country would look like Somalia!" while they might be right, with the minorities like Afars and Arabs who also have a significant role in our political landscape, the Cisse are jealous of the success stories of Arabs and Ethiopians. They sheepishly vote for a proven idiot from Ethiopia.

IOG and his low intelligence clan have spoiled my family's property (Borreh's case), and also have forced to exile one of my uncles (Osman Gueleh Arap).
IOG can't grasp that money doesn't fall from the sky, and that, even jealous of your fellow s won't grant Djibouti a greater future. We need to establish terms of our democracy, make a clear decision in our Diplomacy with surrounding countries, and demolish Tribalism/Clanism Nepotism.

I don't mind Hassan Aptidon as he gave my relatives asylum from Siyaad barre.
