Alot of people are asking this question now and here is the simple answer
The two of them follow two different strategies: Farmajo's strategy was to enable his "eternal rule" in Xamar and the central regions aka Hawiyeland so he used the army for political matters bc it's not enough for both liberation and political oppression and he installed his Governors using this force. he sent to Gedo over 800 forces, Dhuusamareeb 500, Baidhabo 600, Baladweyne 300 and kept 1000 In Xamar what more left? his Turkish trained militias were about 3000 the rest were the old tribal army about 25k he sent them to Shabeelooyinka. he was waiting for the Eritrea trained 5000 troops many times they threatened the opposition with these forces. after his failed extension when his militias got defeated in Xamar in two days and he lost the 4 highways of Xamar, The US, the UK and UAE pressured on Afwerki to postpone them to after the elections so basically Farmaajo was living in alternative reality thinking he can rule like Siyad barre by force. his qabiilist advisors were telling him "Hawiye waa daaleen waxaa ka soo harey ganacsato dabaqyadooda iskama duminayaan" so he had two agendas either to boob the elections or have two years extension and he failed even in his own Gedo! a man like this had no time for Shabaab
infact he was following Fahad security policy states to leave Shabaab for the countryside and them ruling the big cities so that their political opponents would not find a place to turn to and launch attacks from. you see now any politician from Hirshabelle can go to his own village. They can drive from Baladweyne to tardo and Adan yabaal and from Adan yabaal to Xamar leave alone the highway. if this land was free under Farmaajo Sanbaloolshe boys from Tardo and ceelhareeri would have joined Shariif and Hassan Sheikh boys in middle shabelle and from there to Xamar so they preferred al Shabaab control of the countryside.
Another important factor was that Farmaajo was depending on the marginalized clans who don't exist on the ground and was against empowering the dominating clans in every region that could fight Al Shabaab the opposite of current Hassan Sh policy.
The defeat of Shabaab will be awakening moment(baraarug Shacab) for the people of Mogadishu and central regions that the likes of Farmaajo should not be given any chance he is gone but the likes of him with Dhaqan askareed should be banned from Xamar politics forever!.
