Why has QQ not announced a maamul for Galcad and Ceedheer?

He does not want Al Shabab to re-take it. Galmudug has almost exclusivly been HG and the cursed Somali tribal dynamics and tribal system make it harder to rule regions with different clans and subclans of those different clans. The fact of the matter is, the reason those areas have been under Al Shabab and the existence of Al Shabab is because of clan elders and politicians being treasonous if they don't get the most rep. They suck off Al Shabab because Al Shabab makes them their dogs.

That is probably the case with Mursade and Duduble but definitely not Waceysle. They fought against Shabaab in Ceeldheer in 2008 and again heavily in Galcad back in 2010.

I believe Waceysle would have had much better representation in GM if it wasn’t for HSM being president so he sacrificed quite a few things. I’m sure it will change soon

I have many theories on it but hard to tell. If I had to guess, I'd say he has learned from his Xarardheere fitna administration. State building in the liberated regions should take bottom up approach. Top down will only fuel Shabaab rhetoric.

QQ's authority has diminished and if he creates a maamul, it will collapse immediately. QQ is simply not equipped to lead the region. What is needed is a respected military man, preferably an Cayr with a Saleebaan wife and a Sacad mother. I am looking.
