In Djiboutis entire existence they've never had the same level of conflict as Somalia. Minus a little guerrilla war with Afar, they didn't face terrorism or destruction on the same scale. Meanwhile look at Djibouti city, not too bad but for all those years of peace a city that I would say is not even better than Xamar and Xamar was destroyed.
Now look at Xamar
If you look at the numbers, Djibouti has one of the highest GDP per capitals in all of Africa, 10x that of Somalia. Compare it to a similar country Eswatini which has a similar GDP and population and look at the difference of their capitals.
Djibouti city itself is expensive due to all the foreign bases and the people are being priced out. The crony leader IOG has been feeding himself and his family from money that is Djiboutians. His fatass lives a life of luxury and supposedly he has a large real estate portfolio all over Paris. His son in law meanwhile is spending money on a soccer team and private jet company with money from nowhere.
The country has a lot of potential, but it is being robbed by one family. They need an Arab Spring or something.
