I agree the Great Mohamad Siyaad Barre guaranteed womens rights and gave them their fair share of inheritance, jobs etc.

If a woman got raped, they would immediately catch the man and jail him for 30 years.

Now we have no government and the soldiers themselves may do the rape forget about prosecuting one.

So its all about government, look at Saudi and how low cases.
