One person died there and not 4, The police already removed most of the explosives before it detonated, unfortunately they didn't check the rooftop, UGUS hid some explosives there the night before.

It wasn't even a proper bomb but a home-made 'ied mine' with a very small blast radius. Their probably doing it cuz PSF did recently another 'mountain clean up' operation threatening where they store their logistics.
