Somalia has a big shortage of Urban Towns. 90% must be rural tuulos. In PL we have district laws That have grades applied to them such as A-B-C and it's based on proof of local govt-schooling-water grid-electricity-markets-Telecom-hospitality, etc and serving a number of villages.
Where-as a C District is just a village and is graded >>> as residential settlements, non grid water source, livestock.
But interestingly we have districts in between A and C who start showing more town characteristics of District A but isn't fully there yet and not serving many or any villages.
I noticed nearly every town in HS-GM hasn't even got a telecom tower, forget markets-water grids-schooling-local govt-electricity poles-hospitality.
Plus on facebook you won't see any GM-HS town when people put up 'city' locations. It's always Bosaso-Galkacyo-Garowe-Qardho-Las Anod-Buhodle-Badhan-Burco-Hargeisa-Beletwayne-Mogadishu-Kismayo-Baydhabo. I know guriceel-abudwaq-cadaado-dhusomareeb have telecoms but their towns markets are no different to a tuulo market in PL.
If these towns lack a basic telecom tower in the south, how in the world are they known as DISTRICTS? even the markets they have the most developed is selling fruits/veg/livestock in the open which is comparable to any District C tuulo of Puntland.
