Why Are Urban Towns Limited In Somalia?

Somalia has a big shortage of Urban Towns. 90% must be rural tuulos. In PL we have district laws That have grades applied to them such as A-B-C and it's based on proof of local govt-schooling-water grid-electricity-markets-Telecom-hospitality, etc and serving a number of villages.

Where-as a C District is just a village and is graded >>> as residential settlements, non grid water source, livestock.

But interestingly we have districts in between A and C who start showing more town characteristics of District A but isn't fully there yet and not serving many or any villages.

I noticed nearly every town in HS-GM hasn't even got a telecom tower, forget markets-water grids-schooling-local govt-electricity poles-hospitality.

Plus on facebook you won't see any GM-HS town when people put up 'city' locations. It's always Bosaso-Galkacyo-Garowe-Qardho-Las Anod-Buhodle-Badhan-Burco-Hargeisa-Beletwayne-Mogadishu-Kismayo-Baydhabo. I know guriceel-abudwaq-cadaado-dhusomareeb have telecoms but their towns markets are no different to a tuulo market in PL.

If these towns lack a basic telecom tower in the south, how in the world are they known as DISTRICTS? even the markets they have the most developed is selling fruits/veg/livestock in the open which is comparable to any District C tuulo of Puntland.

HS-GM is full of C level grade villages masquarading as Districts but that shit won't work under 'district' laws when u r told to meet the standards of District, don't go all nasri warsame on me when I read u the LAW or else I will read u the damn RIOT ACT if u go nasri warsame and 91 on me.

As I come to GM/HS apart of the federal commission representing PL to inspect and grade towns but they go all nasri warsame and take me out becuz I wont nudge on the law or bend over to moryanism

Something needs to be done about HS/Banadir if they go to 1m1v which I doubt considering the security there. GM is pretty much str8 forward in terms of clan. But HS/Banadir will need to allocate a big portion of their parties to un-armed population not just populate it with armed clans and then make ppl vote. PL haday taasi yeesho waa gun gun dhalay when everyone knows the un-armed people are the majority oo xaqooda loo diidan yahay.

We must do a proper census and clan census in the south to ensure the un-armed majority are known and allocated their portion ama wallahi the stability in the south will not be over as other spoilers will continue to exploit these ppl and their rightful grievances. 60k worth of soldiers are active trying to stop the un-armed majority from getting their rights and trying use an armed minority to govern an un-armed majority. There’s no master/town planning or what Ethiopia uses the woreda, center, kebele system everybody in Somalia things there dusty tuulo is a district.
