Who were the punics ?

"punic" is like "arab" it can be anything, a punic in 300BC could have been Iberian, sardinian , Sicilian or North African.

But people from Carthage were most likely predominantly north african with european and black minorities.

Which race of Punic he came from ? He was born in Iberia but since he had Punic background from his father we can’t really tell.

His father hailed from Lepcis Magna, a city in Libya that was once under the control of the Carthaginians. However, the inhabitants of the city were referred to as "Liby-Phoenicians," meaning they were North Africans who had been assimilated into the Carthaginian culture and were permitted to marry Carthaginian citizens. Furthermore, during the 2nd century BC, the region saw an influx of Numidians after it was conquered by Massinissa. Therefore, it is probable that his father was a North African who simply spoke a punic dialect (his father also had distant italian ancestry).

It's similar to how most north africans today are called "arabs" and identify as such yet are genetically distinct from arabs in the Middle East.

Punics are Phoenicianized North Africans meaning they culturally and linguistically were similar to the semites of the levant but genetically intermixed thoroughly with the western Mediterranean populations particularly the berbers.

this pattern btw is not uncommon. Around the same time semites began moving in the horn (eri/north Ethio) the cushites took in their language culture and religion

Not everyone was Punicized, as it was a complex process. By the Roman era, there were Romanized, Punicized, and Berber people (also known in ancient times as "Libyans"). When the Arabs arrived in the Maghreb, they initially encountered the Romano-African population and subsequently encountered the Berber tribes and kingdoms.
