If we pan out from this unfortunate ordeal you'll see that there's a more encompassing solution in gender segregation on public transport more specifically the subway, there should also be stationed in each car properly equipped officers of each of the two genders respectably

I believe it is the bystander effect, which states that the larger the crowd, the less likely someone will help since everyone expects that someone else would ,in the end no one does anything.
