The civil war was due to the government's inability to provide basic needs to the people causing mass famine as well as a sudden population increase due to the failure of the ogaden war causing mass immigration of ogaden somalis into somalia propper.
The result was somalis falling back on their clan to give them basic things like food and water and safety because the government could no longer provide such things.

The civil war could've ended back in 2006 but then the Ethiopians, scared of a strong Somali state, told the americans that Somalia was falling to Islamic Extremism and got the US support needed to invade somalia and destroy the rapidly growing government which threw somalia back into another state of civil war.

Somalis are not savages, they simply didn't have their basic necessities fulfilled and mass famine and droughts forced somalis to fall back on their qabil because all Humans will become tribalisitic if recourses become scarce.
