Malaha waa Haamihii Keydka Shiidaalka. By the looks of the pictures above, there is ocean in the background so that narrows it down to Berbera. My hunch is the project didn’t start but they are using stock photo to show us what it will look like

It looks like the workers are non Somali plus the color of the water is crystal clear to be Berbera. It is probably not even Somaliland
