The first comment on that post shows that he's wrong. The subclade in question is related to E-V22. The ancestor of E-V32 is E-V12. Some subclades of E-V12 went to Europe. E-V32, common to Cushitic speakers went from Egypt/Libya (E-V12) down south to the Horn and the rest of East Africa.
