In all honesty, do you think the HY can take power over SL? or is it a lose cause? What is HY fighting for? more power? do u really think it will happen? I highly doubt it because everything is concentrated in hargeisa, your seen as a rebel even tho your equal to them for one reason only your not the seat of somaliland government. Look at those warsangelis, they just took PL parliament to Badhan, ministries, etc so it can be seen as a legitimate power in PL not some clan living in 'corner' of sanaag somewhere.

If you can't form your own govt for whatever reason, the second best route is to DIVIDE the govt functions and take as many to HY Territories. SL is centralised, it's hargeisa and nothing else really, this is the very thing PL is fighting mogadishu about.
