I'm sure it's the Somali diaspora who are donating the most since on average the diaspora sends over $1 billion in remittance so they must be sending more than usual during this pivotal moment.(i sure have)

Moreover, family/qabil links is very effective in providing effective relief to scattered isolated communities (nomads, farmers).

Also many Somalis in both Somaliland/Somalia have done so much for the suffering communities by congregating them to near by settlements and helping them out. Seems like they've done far more than the government.
