I will forgive your naivete.

Substance use (drugs and alcohol) and abuse is a widespread problem in Ft McMurray which has an active drug trade and problem with prostitution. I do not know what this lady was entangled with but she may have been a victim of a violent crime. Her appearance isn't important as there is an absence of self-care which tells us about a distressed state of mind. I got all that from the photo.
