The thing is, there is no skin in the game. All these war-mongers are never in danger themselves, never on the front lines where they can risk what they set out to do. When they send random people, push industrial buttons that make them so far removed from direct death itself, these people think they are above moral and legal reproach and consequence.

At least for the leaders in Rome, many of them ended up dying because they went to war and risked their lives.
