the main reason why foreign vessels don't fish in their own water:

they rather keep their own fish stock while depleting in other areas then charging high fees for others to buy from them

Puntland has no relation with Shia. We capture some Iranin boats in last 15 years. But still our coast guard capacity cant handle many boats in same time.

Inshalla President Deni will upgrade PMPF & PL coast guards modern boats.
