I'm inclined to agree that Cush references the Middle East more than Africa. I think East Africans being called Cushites is a coincidence.
For example, in the Bible, it says the Ishmaelites dwelled from Havilah (son of Cush) to Shur (east of Egypt) towards Assur.
Well Assur is north of Egypt, and if Shur is east of Egypt, then Havilah must simply be south of Shur, which would be the interior of the Middle East, somewhat north of Yemen.
I don't suspect the Ishmaelites going all the way to Yemen to swim or boat ride to Somalia to go to East Africa.
Then there's Nimrod (son of Cush), who we know made cities in locations away from Africa. It was in the Mesopotamia region, as he founded Babylon.
Seba, Sabtah and Sabtechah aren't described in detail, but the Hebrews don't appear to have knowledge of people outside the locations known to Egypt, South Europe, the Middle East and Mesopotamia. So they were either south of Egypt (Kingdom of Kush) which is Sudan, or they're also in the Middle East, which appears to be the pattern for the sons of Cush.
Raamah (son of Cush) seems to be a landmass in Arabia, as Dedan (son of Raamah) is essentially Saudi Arabia and Sheba (son of Raamah) is Yemen.
All the Arabian Cushites have shared names with Semetic Ishmaelites, which makes sense since Ishmael and Hagar was exiled from Abraham, and if he went south, he would encounter the original Arabs south of Assur.
I think East Africans like ourselves being called Cushites is a modern invention.
