I heard Germans had an offer on the table back in the 1980s but SSDF refused and bare didn’t want keep fighting with them so he turned it down as part of the peace agreement with the rebels. Germany wanted to have a military base in Hafun and also build the biggest casino in Africa. I welcome this deal if the federal government is on board. I don’t like the idea of foreign governments doing deals with states but who can blame them when HSM is acting like he’s running a family business.

Are there any resources referring to the German proposal? Also, where would the casino have been built, given Somalia at that time was essentially a city-state.
