It seems to be common knowledge that Rwanda is funding the insurgency in the mineral-rich Kivu province of the DRC; Rwanda is far too small and the Tutsi leadership of Rwanda (at the very least) wants to demographically expand into that region and exploit its mineral resources.

The Tutsi-Hima dominated Government of Uganda has designs on the DRC, however, they're at odds with Kagame.
