Putin said many times that he wanted to cooperate with America but the CIA never wanted to let up pressure on Russia, even after the USSR days. Wanted to join NATO, a missile defense system, and requested for the CIA to stop funding what I assume are Chechen opposition. The US refused on all accounts.
