The dams in Ethiopia may even be a good thing because they reduce flood potential. Ethiopia cannot really use the Juba much as it is in steep valleys for over 95% of the distance in which it is in Ethiopia. They don’t use the river for much of anything. It will not be very difficult to come to terms with Ethiopia on the Juba’s flow.
