The top three positions

President of Somalia, Prime Minister of Somalia and Speaker of the Lower House of Somalia's Parliament.

Why can't two of these positions be held at the same time by one single clan eg Hawiye. For example if the next President is HG there's nowhere in our constitution that prevents him from appointing the PM from let's say Xawaadle, is there.

To be honest this 4.5 system based on Clan should be abolished and a system based on States Power-sharing should be introduced, as we all know that Clan system is so medieval, so we need to govern Somalia as Modern Nation by allowing each states to contest for it and than let their states candidates regardless of its clan represent its State into the National Politics.
