You underestimate how digitally connected our people are back home bro. They'll get word and those that are smart will hand in their guns to be registered.

I think this mandate is for Mogadishu alone. The residents of the city must be registered for their own safety. Nomads are a whole different issue. But if this works out I think they'll only do it in the hubs of violence.
