The most important part is from 15:45. This idea of equally dividing foreign aid between the federal states is absolutely a non starter. It gives people the wrong idea of what federalism is about. Galmudug+Hirshabelle have less people than Puntland, they should not have an equal claim to aid that is being dispersed by the federal gov.
Puntland will make sure Farmaajo and Kheyre totally fail if they try to do things the way Culusow did them in his 4 years. All aid must be shared based on population and not based on the status of federal state.

If federal aid were to be shared based on population, I guarantee you the lion's bulk will be eaten by Bantu and Raxanwayn.
As for making Farmaajo and Kheye fail, you presume a bit too much. What will Puntland do? Huff and puff and sever ties? As if that will matter much. At the end of the day, you don't pay taxes to Farmaajo and Kheye so why would they be bothered by you cutting ties? You don't have power of the purse...

they have more big businesses and wealth than the people of punani/khatumo/jubbaland and always had so I doubt they would be the lowly servants to poorer community
