Why does the PM have to be Darood?
Couldn't HSM swap it out with another clan?

in terms of xoog, xaninnyo and violence that could be done. Hawiye can change power sharing so it is between us and RX and realistically daroods can’t do shit about it. But the IC wouldn’t approve of it and will halt goverment building process so that’s how daroods will argue. But the nearest Darood deegan is hundreds of km away from the capital of our great nation so fighting for their rights isn’t an option. So if it wasn’t for Ic we could have done that

Simply swapping RX and Darood with the respective roles fits within the 4.5 system???
FGS would make significant strides in security and most importantly governance beyond Mogadishu if there was a RX prime minster.
Simply won’t happen mate, Somalia has gone without a hawiye PM/President but has never gone without darood in atleast one of the country’s 2 top seats. The majority must always feature at the helm.

RX had the best chance to actually become prime minister in the last election . Had they voted for the Darood candidate and conspire with Hawiye to vote for the Darood candidate , they would have taken Deni and Farmajo out of presidency. This makes Darod the only clan in Somalia that is both southern and northern, not regionally confined. PL & JL account for ~46% of Somalia’s land area.
What does this mean? An unhappy Darod has enough representation in Mogadishu to spoil the advancement of the ICs agenda. There is no functional Somali gov where Darod is not president or premier. Even HSM understands this. He knows he has to give Darod the PM position, so he makes a bakhti like Xamse PM.

Regardless if you’re genuinely asking I’m surprised you aren’t aware of the agreed power sharing when 4.5 was introduced came with the understanding hawiye, Darood split the President/PM and RX, Dir the two parliaments.
Although yes I don’t see this lasting like the Nigerian one once we go to 1m1v. Hawiye+RX Pres-VP makes so much more sense. Hawiye and RX live together in Banadir and KG. HAG economically dominates KG and hawiye&RX are likely allies in a future JL

If a census were held, my cousins in Galhamur would get counted in Burtinle. Darod subclans that live along the Ethiopian & Kenyan borders will want their people counted. That would easily make Darod 1/3 of Somalia’s population.
Keep in mind Somali citizenship is based on ethnicity, every Somali is legally also a citizen of Somalia.
