The capital city should be moved to somewhere in the middle of the country in a engineered no man's land between Daarood and Hawiye and also D&M and Isaaq should be given land in Central Somalia so there could be a 'circular pie chart' of all major tribes surrounding the capital city outskirts but the administrative capital city itself will be very mixed and nobody can do a "unuka leh"
Once we have this mixed capital city of all Somalians we can then get rid of clan states / confederalism / federalism and have strong Central Government based on fairness to all and rotation of the presidency. There will be no more having to fear of state sponsored violence or marginalisation.
