For Eritrea this is possible because of their self-sufficient autarky policies. The largest amount of aid Somalia (including Somaliland as well) receives is food. This is one of the reasons I think USAID being cut will be detrimental. There is not enough domestic production to cover the needs of the country. The most fertile lands are not even controlled by the government. If domestic and food security are solved, then I think progress will be fast.
