Warsangeli are not part of Somaliland,they do not come under Somaliland. In 2019 around 3000 Warsangeli millitias that were on Somaliland pay roll left and joined Puntland.

Warsangali told SL "anagaa is xukumeyna laakin maamulkiinaan hoostageynaa" so they are free in essence because the Isaaqs are not present in their own towns and they change their allegiance between PL and SL i also said without controlling them. I don't mean all of them are pro SL.
