I hear people outside of Burco and Togdheer province talk about how the city is divided just like Chicago or st louis mo based on qabil lines. Hy in the West and HJ on the east .
The city is divided based on political views as well as political rhetoric from political partie.But, in relations to qabil settlements which is true in regards to qabil geographical location which does not carry any negativity. There was a video surfacing on Halwanaag website of a man claiming to be a "soldier " attached to the federal government of Somalia from sourtheast Togdheer disputed district, warning the citizens of that city to not take part in the conference.
The question is there a possible security risk?
Secondly, what would the conference achieve in Somaliland's second capital in relations to clan relations and the province of togdheer as a whole ?
