The Carta Conference, influenced by Ismail Omar Guelleh, created the 4.5 clan power-sharing formula that still exists today. This system marginalises some Somalis by labeling them as only “0.5” and has led to the failure to complete the constitution and years of foreign interference. It’s disgusting that the FGS or Djibouti is spreading propaganda to the youth by paying influencers to attend and promote this event on social media. If Somali politicians/clan elders had any common sense they would boycott this event. So far only Farmaajo and Abdiqasim have refused to attend.
