there was an incident in Xamar not long ago, a soldier with no prior criminal record stole phones so that he could sell the phone and buy food for his wife and kids.

they should be penalized for this, not only be fired but imprisoned with lengthy sentence. Also they should not be allowed to carry weapons outside of their work.
