no, even the locals who wants to do anything there, has to pay bribes other wise they will waste their time. A guy that helped produce the documentary about gold in SL was struggling to make some papers before starting the documentary, they were using (you are missing these papers and these documents -some bullshits stamps- ) until he paid some money and everything went smoothly.
