@Garaadka Good Idea creating a police to keep the town safe and not allowing for criminal elements to exploit the 'vacuum'. I would add, create an 'interim' Khatumo government that can begin managing government services untill such time the ISIMO-Elites of SSC begin 'state crafting' Khatumo, especially giving them time to create a peaceful assembly to develop their charter and new government.
