It's an interesting program called JPLG where the state government and the local council contribute 25% and 5% of the funding respectively and UN agencies like ILO, UNICEF and UNDP cover the rest, and it's working in PL and SL since 2008.

This video just makes me realise how much better, even tuulos, roads make everything look.

It’s also as Abdinasir said, Somalis love to buy up houses/build on the roads unlike in America etc where people prefer remote locations. Very good return on investment.
