Yup the Xaas just told me about this and said to not trust or talk to other Somalis except restaurant worker at restaurant I eat. Uganda is scary now and on lockdown and people are more broke due to no jobs thanks to lockdown so a group of guys can beat you up and rob you of your phone or wallet.
Another brother who arrived from Canada and also here confirmed this with his other local Somali friend who is trust worthy.

Me out and they threatened to take me to a holding center because I may have exposed covid-19 to their locals since I was on a tourist visitor Visa. Their sargent asked me how much I am willing to give him in Uganda money including what I currently have so I gave him 20,000 shilling and then I gave them 60,000 shilling once they followed us to ATM so they took $22 total from me. They were 5 of them with rifles and looked like the below picture almost exactly. Guess they'll be eating and drinking juices well. It was my first day and their on lockdown and I took what they called "An Unlawful Taxi". They said they'll jail the Taxi driver but I don't believe they did as he dropped me off to my hotel after they were satisfied with what they got.
Indonesia and Phillipines cops don't even nicely ask if a person is willing to give them some $$ and straight demand it or person gets beat up and/or taken to jail.
On the plus side Uganda currency is even more cheaper than Kenya currency so 20,000 shilling is like a few dollars and for 5,000 shilling which is like $1ish you can get food and juice at a lot of restaurants including Somali ones.
