Yes, racism and xenophobia are @ play here, but, if I was the owner of the apartment, I wouldn’t rent it to a family of 6-8 living in it. While most other Muslims found a way to buy their own homes on mortgages, Somalis insist, it is riba and would rather beg others for housing his family. Within the tradition of Western philosophy, freedom is intertwined on the notion of property ownership. You are only a king in your own castle, otherwise you are a serf renting other people's castle.
If all the above suggestions are un-available, the Council, in the light of evidence and juristic considerations, see no harm in buying mortgaged houses if the following restrictions are strictly observed:
i. The house to be bought must be for the buyer and his household.
ii. The buyer must not have another house.
iii. The buyer must not have any surplus of assets that can help him buy a house by means other than mortgage.

The Permitting of Haram (the Unlawful) Under Necessity is Meant to Make Life Easy and Less Oppressive for Muslims.
That the necessity removes restriction is an important juridical rule. It shows that the Islamic shari'ah (law) is not heedless of the exigencies of life, nor to human weakness and our ability to face them; it allows the Muslim, under the compulsion of necessity to do things which would otherwise be prohibited, in order to meet the necessity and save himself from harm.
Necessity means harm. That is, when a person undergoes an excessive situation that could hurt him or destroy his body, part of his body, his mind, his family, his money or his religion.
The prohibited are the things that Allah ordained Muslims not to do, whether these things are disliked or forbidden. This juridical rule is supported by a number of verses in the Qur'an as well as from the sunnah (the Prophetic guidance).

No more than 2 people can sleep in one room is a by-law (ordinance) here in tdot. Landlords don't enforce it though. So a family of 8 (husband/wife & 6 kids) would need a 4 bedroom apartment. Not easy to find such apartment unless you rent/own a detached house.

Somalis need a fundamental culturally change and a basic work ethic.
Somalis are by nature opportunistic and that is useful in a baren dessert but in a modern welfare it becomes exploitation.

Man Arrested, Accused Of Assaulting Man In Faribault
Police have arrested a 27-year-old man who they say assaulted a 40-year-old man in Faribault over the weekend.
Police say they responded to a report of an assault in progress at an apartment on the 300 block of Northwest 7th Street on Saturday. They said that a young person called the assault in.
When they arrived, they said they saw Bishar Mahamed sitting on top of the victim, punching and strangling him. They said there was also a large kitchen knife on the floor near them.
The victim appeared bloody, and there was also blood on the floor and walls.
“If it wasn’t for the caller’s quick actions, this victim may not have survived the brutal attack and we could easily have been dealing with the aftermath of a homicide,” Police Chief Andy Bohlen said.
Police used a Taser to take Mahamed into custody.
Authorities say that the victim, who was not identified by name, had a laceration to the head and other small lacerations.
He was treated and released from Allina District One Hospital.
Mahamed told investigators he was involved in a fight with the victim, and did admit to having a knife, but denied cutting the man.
