This has been a thing for 30 years, Somaliland of Somalia's statemen have succeeded in brainwashing the Northern citizens with narcotics (khat). The big concern in the Somaliland state of Somalia now is khat vs mira.
Basically that means even when Somalilanders are high on khat there still more civilised then Somalians aka failed staters.
