Bohol indeed, that leaves naturally few choices if already certain neighborhoods and directions are off limit.

With that he needs to rob land.

Another issue is he is depriving other clans and neighborhoods economic incentive and becoming prime location as land would become more expensive due to Presidential Palace being build there.
