That’s not true. Not only does every federal state have ministers. The same goes for every region/zone. It doesn’t stop there, most districts have usually more than half a dozen political representatives and more positions the larger the district is.
Heck, you’ll find many cities with 10-20+ ministers

The more decentralized an entity is, the more positions there will be. But on a federal level, 10 ministers are still doable. Though, you’d still have deal with a magnitude of bureaucracy on every level of power sharing stricture.
