I am certain Dhulbahante/Warsangeli are larger then Dir Waqoyi, so they shouldn't settle for any power less then 60% Harti 40% Dir, u can tell how Isaaq even with Samaroon and Djibouti help is struggling to control the north. The only reason PL civilians came in was to keep Dir-Waqoyi(issa,samaron, djibouti even oromo) in check who r all ganging up on Dhulbahante. But dhulos can handle Isaaq
